BADP
The main objective of BADP is to meet the special developmental needs and well-being of the people living in remote and inaccessible areas situated near the International Boundary (IB) and to provide the border areas with essential infrastructure by convergence of BADS/other Central/State/UT/Local Schemes and through a participatory approach especially in six thematic areas – Basic Infrastructure, Health Infrastructure, Education, Agriculture & Water Resources, Financial Inclusion and Skill Development. In border areas, the provision of essential infrastructure facilities and opportunities for sustainable living would help integrate these areas with the hinterland, create a positive perception of care by the country and encourage people to stay on in the border areas, leading to safe and secure borders.
The programme covers all the census villages/ towns, semi-urban and urban areas located within 0-10 Km distance (aerial distance) from the first habitation from International Boundary (IB).Within this 0-10 km area, census villages, semi-urban and urban areas identified by BGFs as ‘strategic villages/towns’ shall be given highest priority. Once 0-10 km area is saturated, the programme may cover 10-20/30/40/50 km area.
MPLADS
The MPLADS is a Plan Scheme fully funded by Government of India. The annual MPLADS fund entitlement per MP constituency is Rs. 5 crore. Lok Sabha Members can recommend works within their Constituencies and Elected Members of Rajya Sabha can recommend works within the State of Election .
Nominated Members of both the Rajya Sabha and Lok Sabha can recommend works anywhere in the country. Works to meet locally felt infrastructure and development needs, with an emphasis on creation of durable assets in the constituency are permissible under MPLADS. Expenditure on specified items of non durable nature likes that in case of MGNREGS are also permitted as per the MPLADS guidelines.(Detailed guidelines of MPLADS attached)

BIDHAYAK ELAKA UNNAYAN PRAKALPA (BEUP)
Various developmental schemes duly recommended by the local Hon’ble Member of Legislative Assembly Constituency are implemented under Bidhayak Elaka Unnayan Prakalpa (BEUP) throughout the state of West Bengal for the welfare of the local people of the area. The Fund is placed by the State Government in favour of the District Magistrate and is released to the Executing Agencies at the Block / GP level financial year wise. The fund limit of each MLA is Rs. 60 lakh per year. The number of Assembly Constituencies in the District of Darjeeling are 05 (five).

Snehalaya
The scheme is limited to poor people not owning pucca house and who are homeless or living in kutcha, dilapidated, semi pucca house and otherwise not covered under any existing housing scheme.
The scheme provides one time financial assistance for construction of pucca dwelling unit of minimum 25 square metres plinth area to the beneficiaries by direct bank transfer. Size and design of dwelling unit may be varied as per land availability, ensuring more or less 25 square metres plinth area as per norms with low cost toilet.
The Scheme will be implemented on the land provided by the beneficiary owned by him or her/ patta land/ any other land having legal right of beneficiary family to construct dwelling unit thereon free from encumbrances.
Unit Cost of the dwelling Units:
- a) In plain areas:- Rs 1,20,000/- per unit.
- b) In Hilly and Sunderban areas:- Rs 1,30,000/- per unit.
During 2019-20,details of 15 beneficiaries have been sent to the department of Housing from this office for sanction of fund under Snehalaya.
