Minority Affairs

Pradhan MantriJan VikashKaryakram-PMJVK (erstwhile MsDP) by Minority Affairs and Madrasah Education Department.

The programme aims at improving the socio-economic conditions of minorities and providing basic amenities to them for improving the quality of life of the people and reducing imbalances in the identified minority concentration areas during the 12th Five Year Plan period. The projects to be taken up under PMJVK (MsDP) would be related to the provision of better infrastructure for education, skill development, health, sanitation, pucca housing, roads, drinking water, besides schemes for creating income generating opportunities. The objective of the scheme would be to fill the gaps in the existing schemes of the Govt. of India by providing additional resources and to take up non-gap filling projects (innovative projects) for the welfare of the minorities.This initiative will be a joint effort of the Centre and the States/UTs for inclusive growth accelerate development process and improve the quality of life of the people. The scheme aims at focused development programmes for backward minority concentration areas to help reduce imbalances and speed up development. Name of schemes under PMJVK (MsDP): Additional Class Room (ACR), Anganwari Centre (AWC), Health Sub Centre (HSC), Irrigation/Hand Pump, Drinking Water Supply Scheme (DWS), Karmatirtha Marketing Hub, ITI/Polytechnic, Minority Hostels, SadbhavMandap (Community Hall) etc.

Integrated Minority Development Programme (IMDP) by Minority Affairs and Madrasah Department.

The programme with a view to extend developmental works in Non-MsDP blocks under the district. Name of schemes under IMDP: Additional Class Room (ACR), Anganwari Centre (AWC), Health Sub Centre (HSC), Drinking Water Supply Scheme (DWS), SadbhavMandap (Community Hall) etc.

Boundary Wall around Graveyard/ Mosque/ Idgah/ Mazar by Minorities’ Development and Welfare Department.

The State Government would provide financial assistance for construction of boundary walls around public graveyard/ private garaveyard, Mosque, Idgah and Mazar used by the public with a view to safe-guard religious sentiments and prevent encroachment and trespassing.

Schemes of Directorate of Madrasah Education:

Directorate of Madrasah Education provide building grant for construction of additional Class Rooms, Drinking Water and Toilets for Girls, Hostels for Minority Boys and Girls. School Dress grant of Rs. 600/- for poor girls and boys of Madrasahs studying in Class V to VIII. Incentive grant of Rs. 1200/- for Girls student of Madrasahs studying in Class IX to XII. All Madrasahs are granted fund for Laboratory, Text Books and Furniture for Library and Computer etc.

Aikyashree Scholarship Progaramme by West Bengal Minorities’ Development and Finance Corporation.

To address the growing aspiration for education in the minority communities of the state and with a view to providing them more avenues for socio-economic and educational mobility by extending financial support and encouragement to the meritorious students belonging to the minority communities, the State Government has decided to set up the “Aikyashree” – West Bengal State Scholarships for Minority Students in West Bengal to be fully funded from the State budget from the financial year 2019-20 onwards.Three types of scholarships will be provided under this scheme :Pre-matric Scholarship (for meritorious students from Class-I to Class-X ranging from Rs. 1100 to Rs. 11000/-), Post-matric Scholarship (for meritorious students from Class-XI to Ph. D ranging from Rs. 7700/- to Rs. 16500/-), andMerit-cum-Means Scholarships (for pursuing technical & professional courses ranging from Rs. 22000/- to Rs. 33000/-).Applicant must be a domicile of West Bengal, Must be studying in a School/ Institution recognized by an educational Board/ Council/ University of the State/ Central Government, Must have secured not less than 50% marks or equivalent grade in the previous final examination, The annual family income should not exceed Rs.2 lakh to Rs.2.5 lakh. Post Matric Stipend (under Talent Support Progarmme) for the students who have passed their last final examination and obtained below 50% marks ranging from Rs. 2550/- to Rs. 4900/-.The annual family income should not exceed Rs.2 lakh.Swami Vivekananda Merit-cum-Means Scholarship: for Meritorious Minority students attaining higher percentage i.e. 75% of marks in the current year scholarship ranging Rs. 1000/- to Rs. 5000/- Per Month.The annual family income should not exceed Rs.2.5 lakh.

Haj Pilgrimage

Under the administrative control at district level acts as advisory and consultative body and makes all arrangements for the Haj pilgrims to visit Saudi Arabia to perform Haj.

Destitute Minority Women Rehabilitation Programme (DMWRP):

Providing shelter to the poor is one of our objectives for ensuring improvement in quality of life. An amount of Rs. 1.2 lakh is being utilized for construction of Housing under Destitute Minority Women Rehabilitation Programme.

Schemes under Board of Auqaf, West Bengal:

Imams and Moazzins hold a respectable position in the Muslim society. They contribute a lot in mobilizing and sensitizing a community in execution of different schemes including health and hygiene. The Board of Auqaf has been disbursing monthly honorarium to Imams and Moazzin of Rs. 2500/- and Rs. 1000/-

Term Loan, DLS(Micro Finance Loan-SHGs) , MPEW loan under West Bengal Minorities’ Development and Finance Corporation.

Term Loan: West Bengal Minorities’ Development & Finance Corporation is providing the Term loan up to Rs. 5 lakh for persons belonging to the notifiedminority communities. Repaymentwith 6%-8% rate of interest with 12 or 20 quarterly instalments in 3 or 5 years.Small loans are required to sustain the present business, income generating economic activities &self-help activities. For these purpose Micro finance is provided directly to the Self Help Groups (SHGs). At least 60% members of SHGs should be from Minority community. UptoRs. 1, 00,000/- per member of Self Help Group (SHGs) are provided directly to SHGs. Repayment at the rate of Interest @7% p.a.in 24 EMI.This programme is launched by MA & ME Deptt. , Govt. of West Bengal for providing soft loan to Minority women for any income generating activity or business such as small business, cottage industry, Handicrafts etc. at the rate of 3% interest.. Subsidy @50% of loan amount, subject to a maximum of Rs.15000/-, is given to each beneficiary.

Education Loan under West Bengal Minorities’ Development and Finance Corporation.

Education loans are monetary help provided to domicile youths who are domicile of West Bengal and are pursuing higher studies in professional and technical fields of study. The students should be pursuing their studies in a private or a government college. The loans are provided by the corporation with interest rates that are comparatively, lesser than those imposed by banks and other financial institutions. For very poor students, the rate of interest is as low as 3% at a reducing balance rate.The objectives of education loan to provide financial support to minority students to pursue higher studies in professional and technical fields of study.Maximum Rs. 20 lakhs for study within the country and Rs.30 lakh for study in abroad Education loan is provided for pursuing professional courses like Medical, Engineering, Management, Nursing and Law etc. Repayment of the loan with interest @3 % p.a.  in quarterly instalments after 6 months of completion of the course or employment, whichever is earlier.
