The Government of West Bengal is Committed towards large scale Skill development for its youth population to improve the scope of gainful employment and entrepreneurial opportunities under the WBSDM (West Bengal Skill Development Mission) chaired by the Hon’ble Chief Minister of West Bengal.
To ensure that the above commitment is met successfully the Department of Technical Education, Training & Skill Development; Government of West Bengal has launched the “Utkarsh Bangla”, a flagship scheme on 16th February 2016 under the aegis of the PBSSD (Paschim Banga Society for Skill Development) for placement linked short-term skill trainings across the State of West Bengal.

Key Features of Utkarsh Bangla Skill Development Training:
The Utkarsh Bangla Scheme provides free-of-cost skill development training to empower youth and unemployed individuals with the skills required for gainful employment and improved livelihoods.
The duration of the training varies by course, ranging from 12 hours to 720 hours. Upon successful completion, trainees receive a certificate recognized by the West Bengal Council of Technical & Vocational Education and Skill Development.
The scheme also ensures placement support, enabling certified candidates to explore opportunities for both wage and self-employment. Trainees can access employment avenues through platforms and schemes such as the Rojgar Seva Portal, West Bengal Apprenticeship Scheme, Bhahishat Credit Card, as well as loan facilities under Minority Affairs, DSWO, MSME&T and other relevant programs.
General Eligibility for the Skill Development Training
- The candidate must be a resident of West Bengal and at least 18 years of age.
- Eligibility criteria, including educational qualifications and age limits, may vary depending on the course.
- At the time of registration, candidates must furnish the following documents:
- Voter ID (EPIC)
- Aadhar Card
- Bank Passbook
- Academic credentials (highest qualification)
- Ration Card (optional)
- Passport-size photograph
- Duly filled application form
VARIOUS MODES OF SKILL DEVELOPMENT TRAINING:
Short Term Training (STT)
The training is conducted by Utkarsh Bangla–empaneled Training Providers in the district of Darjeeling at registered Training Venues (Training Centers). Trainees may enroll in courses offered at Training Centers operating under the District Skill Development Plan (DSDP).
Key Details:
- Batch Size: 30–33 trainees per batch
- Training Duration: As per course curriculum, ranging from 90 hours to 720 hours
- Training Days: 5 or 6 days per week
- Training Hours per Day: 4, 6, or 8 hours, as decided by the Training Center during batch creation
- Daily Attendance: Trainees must mark online attendance twice daily (in-time and out-time) using the FRBAS mobile app
- Assessment Eligibility: Minimum 80% attendance required to appear for assessment
- Assessment Components:
- Theory (Multiple Choice Questions)
- Practical Skill Test
- Viva-Voce
- Certification: Upon successful assessment, certificates are issued by the West Bengal Council of Technical & Vocational Education and Skill Development

RECOGNITION PRIOR LEARNING (RPL)
A large section of India’s unorganized workforce is unskilled and semi-skilled. Most of them pick up skills and knowledge informally while watching people or working under their guidance or through complete self-education. As a result, even though they manage to get a job and get a handsome salary or wages, they may not be able to enhance their skills. This also affects their productivity, skill development and quality of production. They need access to training programs and skills from their employers and to advance themselves. This is why Recognition Prior Learning (RPL) can help in evaluating and certifying them on their current competencies according to NSQF levels. RPL also shows them the way to bridge their current level of knowledge and skills to reach a competence level or go for higher skills for professional development. The objective of RPL is to enable a large number of youth, Self Help Group (SHG) and unemployed unrecognized youth to take up industry-demand based training that will help them in securing a better livelihood.
Darjeeling District basically focusing on following sectors for RPL mode of training –
- Food Production – Cook cum Helper.
- Safaiwala/Safail Karmachari under ULBs.
- Unarmed Security Guard.
- Rural Home Stay Operator.
- Mushroom Cultivator.
- Bee keeping.
- Creche Assistant.
- Housekeeping Supervisor RPL+Bridge. (Or, any other course as per demand)
Why RPL?
- Batch size: 50 trainees per batch.
- Course duration may by ranges from 12 hours to 110 hours.
- No fee is charged from a candidate for participating in the RPL program.
- RPL recognizes the value of learning acquired outside a formal setting and provides a government certificate for an individual’s skills
- Every successfully trainees will receive certificate as recognition of his/her skill.
